PLANNING COMMISSION
November 27, 2007
The regular meeting of the Planning Commission was held at 7:00 o’clock p.m. on Tuesday, November 27, 2007. Chairman Dan Washburn called the meeting to order. City Council Member, Doug Clark announced that Wayne Robb has accepted the position of Planning Commission, alternate. Roll call was taken. Present at the meeting were Chairman Dan Washburn, Commission members Brian Beard, Jerry Broz, Jim Leslie, John Rivera, Connie Sherry, Brad Stauffer, and Wayne Robb (alternate). Deputy City Clerk Chris Christensen, Attorney John Green, and Donna Lynam, Zoning Administrator, Fire Chief Rod Buethe, City Engineer Steve Perry, and Liaison Sally McGuire were also present. Absent were Randy Schnackenberg and Guy Tramp. Notice of the meeting was given in advance to the Commission members, published in the Gretna Guide and News, and posted in at least three public places as shown by the Certificate of Posting Notice attached to these minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the Public.
APPROVAL OF MINUTES:
Motion by Beard, second by Rivera to approve the Planning Commission minutes of the October 23rd meeting. Voting aye: Sherry, Beard, Broz, Leslie, Rivera, Washburn, Robb, and Stauffer. Absent: Schnackenberg and Tramp. Motion carried.
PUBLIC HEARINGS:
A) SilverRidge Village LLC, by Ed Sedlacek of 12809 North Shore Dr, Springfield, NE 68059 requests approval of a Preliminary/Final Plat of a Subdivision to be known as Northridge Estates Replat 6 Lots 1 and 2, being a replatting of Lots 1 and 2, Northridge Estates Replat 3, a subdivision in Sarpy County , Nebraska. (20332 Hackberry Drive)
Ed Sedlacek of 12809 N Shore Dr, Springfield, NE described his plans to add an additional 20 to 24 more units to Silver Ridge, north of the existing building. The building will be 2-story and similar to the present building. The additional rooms are needed to accommodate the people on a waiting list.
Jason Stahr of 20228 E Hackberry Dr, Gretna, NE inquired about the appearance and requirements of the building. Donna Stigge, Zoning Administrator commented that there would be adequate green space, landscape, a 25 ft. setback and a sidewalk. It will be neighborhood friendly. The plans will be available to public after submitted to the city. Motion by Sherry, second by Stauffer to close the Public Hearing. Voting aye: Broz, Leslie, Sherry, Beard, Rivera, Washburn, Robb, and Stauffer. Absent: Schnackenberg and Tramp. Motion carried.
City Engineer Steve Perry discussed the set back, shared driveway, lot lines, and easement issues plotted would need to be cleared up before going to City Council. Motion by Stauffer, second by Broz to approve application for preliminary plat. Voting aye: Stauffer, Washburn, Robb, Rivera, Beard, Sherry, Leslie, and Broz. Voting nay: none. Absent: Schnackenberg and Tramp. Motion carried.
Motion by Stauffer, second by Sherry to approve final plat. Voting aye: Rivera, Beard, Sherry, Stauffer, Leslie, Broz, Robb, and Washburn. Voting nay: none. Absent: Schnackenberg and Tramp. Motion carried.
B) Sports Barn LLC, by Tim Karn of 18402 William Circle, Omaha NE 68130 requests approval of a Conditional Use Permit to operate an indoor recreational facility (youth sports facility) on the following described property, to wit: a part of the N1/2 of the NW1/4 except ROW and Tax Lots 10 and 12A, except ROW, in Sec 25, Twp 14N, Rng 10 E of the 6th P.M. Sarpy County, Nebraska. (208th and Lincoln Rd, north side) Consideration of amendment to the City of Gretna Subdivision Ordinance relating to the Dedication and Reservation of Public Land
Tim Karn of 18402 William Circle, Omaha, NE spoke about the indoor Sport Barn he wants to build north of Lincoln Road. The 200x400 ft. facility will serve Gretna and surrounding communities. It will be an indoor sports facility to teach fundamentals to youth. It will be a yearly operation, longer hours in the summer with possible some adult leagues. The facility will be two levels consisting of classrooms, concessions, volleyball, baseball, and basketball courts, etc. They would offer after school programs and summer day camps. There will be a general manager for the whole facility and coordinators to work with the youth. Security issues, parking, lightening, and landscape buffers were addressed.
Michael Hagge of 15423 T Street, Omaha, NE clarified that this will be a sports facility and summer day camp, not a daycare. The main goal is to work on athletic skills, compete, be a good sport, and work with the community, keeping kids in mind. They want to provide a safe and friendly sport facility for the youth with a variety of sport activities.
Motion by Stauffer, second by Leslie to close the Public Hearing. Voting aye: Washburn, Beard, Sherry, Robb, Stauffer, Broz, Rivera, and Leslie. Absent: Tramp and Schnackenberg.
Donna Stigge Zoning Administrator explained the conditional use permit should be issued in accordance with the use of the land as presented. The site plan will be required to have landscape buffers, barrier, and the building must match the characteristics of the area. The square footage of the building must also meet the parking requirements before final approval.
City Engineer Steve Perry noted that at the site plan review such issues as, access of Lincoln road, access of the driveway, and drainage will need to be looked at. None of this should cause any significant problems or delays.
Motion by Stauffer, second by Beard to approve the conditional use permit according to the business plan and conditional use plan as presented. Voting aye: Stauffer, Beard, Sherry, Rivera, Leslie, Broz, Robb, and Washburn. Voting nay: none. Absent: Schnackenberg and Tramp. Motion carried.
CURRENT BUSINESS
None. There will be no meeting December 25th due to Christmas.

Motion by Broz, second by Rivera to adjourn. Voting aye: Sherry, Stauffer, Rivera, Beard, Washburn, Broz, Leslie, and Robb. Meeting adjourned at 7:49 p.m. The next regular meeting is scheduled for January 22, 2008 at 7:00 p.m.
